Purpose Of The Performance Plan

The performance plan is specifically geared around targeted major competitions and events that require a British entry, specifically: World University Games, European Youth Olympics and Olympic & Paralympic Games.

The implementation of the performance plan will be led by BC, but is ultimately a performance partnership between BC, UK Sport (UKS), the British Olympic Association (BOA), the British Paralympic Association (BPA), the Royal Caledonian Curling Club (RCCC), sportscotland, the Scottish Institute of Sport, the English Curling Association, the Welsh Curling Association and other British performance partners and carries the full support of all constituent partners, members and all those with an interest in British competitive curling, achieved through a process of targeted consultation.

The main purpose of the plan is to highlight and record the competitive goals and performance aspirations of BC, British curling athletes and British coaching & support staff, and to identify the roles and services that will be provided by the relevant stakeholders and partners in the delivery of the plan for the sport of Curling within Great Britain.

Following representations and advice from UK Sport, the BCA and BWCA entered discussions to look at the organisational structure which would best deliver a framework for Elite British Curling in the post Turin period leading towards Vancouver 2010. The outcome of these discussions is a new organisation British Curling Limited (BC) that will be responsible for delivering this plan and creating a climate in which British curlers can medal on the world stage.

BC is a company limited by guarantee (not having a share capital) and is governed by a Board of Directors appointed following a formal application and interview process. The membership of the Company is restricted to the four Home Nation Curling Governing Bodies; the Royal Caledonian Curling Club, Scottish Wheelchair Curling Association, English Curling Association and Welsh Curling Association. These members will meet on, at most, two occasions each year to receive reports from the Board and ensure that their (Home Nation) programmes effectively link to the GB programmes and enable GB to deliver on the World stage.

Directors were advertised for and appointed following an interview with a panel made up of representatives of the membership of BC and UK Sport.

The Board are responsible for ensuring delivery of this plan and for the selection, preparation and delivery of the Great Britain teams competing in the four events for which British Curling Limited currently have responsibility: the Olympics, the Paralympics, the World Universiade, and EYOF.

The Board has 6 directors, a Chairman, a Finance Director, three Ordinary Directors and a Performance Director (see also STAFF)

Throughout the past Olympic cycle it became apparent that the BCA and BWCA were reliant on other organisations to provide support and services to the various programmes that it ran. As we move forward into the next Olympic cycle it is imperative that BC are seen as in control of every aspect of this plan. This does not mean that BC should be able to directly provide all of the relevant support and services, and formal out-sourcing of support and services and/or Service Level Agreements will be considered by the new Board as ways of delivering whilst achieving best value for the UK Sport investment in BC.

The role of the Performance Director is key to the delivery of this plan, as well as having a direct impact on the delivery of the 2010 programme.  The relationship with the Royal Caledonian Curling Club will be particularly key as they currently ‘carry the flag for GB’ and are currently responsible for delivering qualification to the 2010 Winter Olympic Games.
